POLLUTION PREVENTION & CONTROL ACT 1999

POLLUTION PREVENTION & CONTROL (SCOTLAND) REGULATIONS 2000 (“THE REGULATIONS”)

In accordance with paragraph 4 of Schedule 7 to the above Regulations, Notice is hereby given that application has been made to the Scottish Environment Protection Agency (SEPA) for variation to Permit PPC/A/1016774 under Reg. 13 of the Regulations by R W & J Cochrane & Sons Ltd in respect of activities being carried out namely poultry rearing in an installation at Kirtle Braes – Kirtle Mill Poultry Farm, Kirtle Mill, Kirtlebridge, Lockerbie, DG11 3LY.

The change in the operation proposed by the application is an extension to the installation comprising of two additional poultry houses.

The application may be inspected, free of charge, at SEPA, 5 Redwood Crescent, Peel Park, East Kilbride, G74 5PP on any working day between 0930 and 1630 and by prior arrangement at the Newton Stewart office, Penkiln Bridge Court, Minnigaff, Newton Stewart, DG8 6AA (tel: 01671 402618). Please quote Reference No PPC/A/1016774.

Please note that the application contains a description of the proposed change and a statement of any changes in respect to the following:

The raw and auxiliary materials and other substances and energy to be used in or generated by the carrying out of the activitie(s).

The nature, quantities and source of foreseeable emissions from the installation into each environmental medium, and a description of any foreseeable significant effects of the emissions on the environment and on human health.

The proposed technology and other techniques for preventing or where that is not practicable reducing and rendering harmless emissions from the installation.

How the best available techniques are applied to the operation of the installation.

The proposed measures to be taken to monitor emissions.

The measures to be taken for the prevention and recovery of waste generated by the operation of the installation.

Measures to be taken to ensure that all appropriate preventive measures are taken against pollution in particular through the application of the best available techniques and to ensure that no significant pollution is caused; and where appropriate.

In addition the application contains:

An indication of the Variation to the Permit that the Operator wishes SEPA to make.

Any additional information that the applicant wishes SEPA to take into account.

All guidance relevant to the determination of the proposed Variation which has been given to the operator is made available either on the Public Register or on SEPA’s Website www.SEPA.org.uk.

Written representation concerning this application may be made to the Registry Department, Scottish Environment Protection Agency at the East Kilbride address, or sent to email address RegistryEastKilbride@sepa.org.uk and if received within 28 days of this Notice, will be taken into consideration in determining the application. Any such representations made by any person will be entered in a public register unless that person requests in writing that they should not be so entered. Where such a request is made there will be included in the register a statement indicating that representations have been made which has been the subject of such a request
